The rail company\u2019s property arm, Network Rail Property, has engaged a fresh design team, with Acme taking over architectural duties from Herzog & de Meuron, and Aecom among the firms joining the project advisory team.<\/p>\n

A focal point of the project is transforming Liverpool Street Station into a destination in its own right, poised to meet future demands. Currently serving over 100M passengers annually, this major transport hub is expected to accommodate over 140M by 2050.<\/p>\n

This transport-led scheme aims to significantly improve the everyday experience for passengers. The proposed enhancements include expanding the concourse to alleviate congestion, implementing step-free access across the station and the Underground and installing seven new lifts for improved platform access. Additionally, the project plans to double the number of escalators from four to eight and increase the number of ticket barriers to reduce queuing.<\/p>\n

Network Rail also intends to introduce new toilets, family facilities and landmark entrances at Liverpool Street, Bishopsgate and Exchange Square. The plans envision more waiting lounges, better signage for easier navigation, increased cycle storage with direct platform access and additional space for passengers. An array of new cafes, restaurants, and shops aims to revitalise the commercial aspect of the station.<\/p>\n

The revised proposal follows substantial opposition to a previous scheme submitted in 2023 from heritage organisations. Network Rail said it is committed to preserving the station\u2019s historical integrity while delivering best-in-class public infrastructure improvements.<\/p>\n

Network Rail said the new scheme \u201cis based on a thorough understanding of the operational needs of the station and its historic significance\u201d.<\/p>\n

It added: \u201cThe original 1864 station and its 1991 reconfiguration are remarkable for their cathedral-like concourse and train shed, and the new concourse roof extends this language into the 21st century.\u201d<\/p>\n

The new plan promises a significantly lower architectural structure than the previous design, with its highest point at 97m, compared to 108m in the previous plan. Notably, more interior heritage elements will be preserved or enhanced, such as the 1980s roof above the concourse.<\/p>\n

Among the key changes in the new proposal is a larger concourse at ground level with streamlined connections from Broadgate to Bishopsgate and Liverpool Street to Exchange Square. The Transport for London (TfL) ticket hall for London Underground services will be expanded and there will be improved access to all Network Rail and TfL platforms.<\/p>\n

The new office building, set back from the Great Eastern Hotel, will feature a green roof strategically designed to preserve views of St. Paul\u2019s Cathedral.<\/p>\n

During construction, access to trains will be maintained, with adjustments to walking routes and temporary disruptions communicated in advance. Measures will be taken to minimise noise, dust and traffic disruptions.<\/p>\n

Network Rail will be consulting on the changes with passengers, local businesses, heritage groups and elected representatives and intends to submit a planning application within the next few months.<\/p>\n

Network Rail Property group property director Robin Dobson said: \u201cInvesting in transport infrastructure is key to unlocking future economic growth.<\/p>\n

“We\u2019ve spent time talking and listening: our latest plans celebrate Victorian features including the original train shed and the Great Eastern Hotel.<\/p>\n

\u201cNetwork Rail Property is leading a new team with a new approach which will respect the station\u2019s unique heritage – simple in design, embracing London\u2019s mix of the old with the new.<\/p>\n

\u201cA new office building on top of the station concourse will generate the money to pay for these improvements.\u201d<\/p>\n

Acme founding director Friedrich Ludewig said: \u201cWe are delighted to be part of this monumental design challenge to create a world-class transport gateway in the City of London.<\/p>\n

\u201cWorking with Network Rail Property, we are creating a transport hub that will work for the city and all Londoners. The 1990s saw a few stations such as Victoria, Cannon Street and Charing Cross compromised by Over-Station Development.<\/p>\n
